Tutorial: Vignette Effect

To create a Vignette Effect

Firstly select the area you want to create the vignette around using the Elliptical Marquee Tool

Right Click on the image and choose "Select Inverse", so you are now working on the area between the outer edges of the image and the inner selection line.
